PrimoPDF

I've been a user of ActivePDF's products for a number of years now.  I noticed that they've recently discontinued their desktop line of products to focus on their server-based PDF products.  In doing so, they've released their activePDF composer product for free as PrimoPDF.  I've used the composer product and the maestro product for several years.  They're very capable and very stable tools for creating and manipulating PDF docs, and now the price tag makes them even better.
